Fully Funded Study in Mexico: Mexican Government Excellence Scholarship 2026

Mexico is one of the most vibrant cultural and academic destinations in Latin America, combining cutting-edge modern universities with a rich historical heritage. For 2026, the Mexican Ministry of Foreign Affairs (SRE), through the Mexican Agency for International Development Cooperation (AMEXCID), is offering the ‘Mexican Government Excellence Scholarship for Foreigners’. This exceptional, fully funded opportunity allows students and researchers from over 180 countries to pursue Bachelor’s, Master’s, PhD, or postdoctoral research completely free of charge at more than 70 leading Mexican educational institutions.

2. Financial advantages and comprehensive coverage (integrated financing generosity)

The Mexican government covers all basic costs to ensure the student’s full-time dedication to study and research:

  • Tuition fees: 100% full exemption from registration fees and tuition fees (according to the regulations of each university and based on the acceptance letter).
  • Monthly salaries for Bachelor’s and Master’s research: A salary equivalent to 4 times the value of the Unit of Measurement and Update (UMA), which is currently equal to 14,266.88 Mexican pesos per month.
  • Monthly salaries for PhD, medical specialties and post-doctoral: A salary equivalent to 5 times the value of a unit (UMA), which is currently equal to 17,831.10 Mexican pesos per month.
  • Airfare: Coverage of international airfare (economy class) upon successful completion of the scholarship for return home.
  • Health insurance: Comprehensive medical care through the Mexican Institute of Social Security (IMSS), effective from the seventh month of the grant.
  • Visa facilities: Full exemption from Mexican visa application fees for those accepted.

3. Eligibility Requirements and Admission Criteria

  • Nationality and residency: The scholarship is open to citizens of more than 180 partner countries, provided that the applicant is not residing in Mexico at the time of application.
  • Academic acceptance: Obtain an official acceptance letter (or proof of application follow-up) from one of the 70 universities participating in the scholarship.
  • Academic excellence: Selection and acceptance are based primarily on academic excellence and the applicant’s cumulative grade point average in their previous academic stage.
  • Developmental relevance: The targeted specialization should be related to the applicant’s academic or professional background, and should have a direct and positive impact on development plans in their home country.
  • Language requirement (very important): If Spanish is not the applicant’s native language, a certified certificate proving proficiency in Spanish at a level of at least B2 (according to the Common European Framework of Reference for Languages) must be provided.

4. Documents and papers required for application

All documents must be submitted in Spanish or accompanied by an official certified translation into it:

  1. The official scholarship application form is completed and signed by hand.
  2. A letter explaining the personal and academic motivations for studying in Mexico (maximum two pages, Arial font size 12, single line spacing).
  3. A professional and up-to-date CV (maximum 3 pages, Arial font size 12).
  4. Official academic acceptance letter from the host Mexican university.
  5. An official letter signed by the applicant committing to fully returning to his home country after graduation.
  6. A letter accepting all the terms and conditions of the scholarship.
  7. A clear, colored copy of a valid passport (open data page) or national identity card.
  8. A copy of the official birth certificate.
  9. A recent medical certificate (no more than 3 months old) issued by a public or private health authority confirming that the applicant is free from diseases and enjoys good health.
  10. Certificate proving Spanish language level ( B2 minimum ).
  11. A written declaration signed by the student stating that all data and information provided is completely correct and under his responsibility.

5. The online application process for future years

The entire registration process is done in person online (no more than one application per person is accepted) through the following steps:

  1. Direct application to one of the participating Mexican universities to obtain a valid academic acceptance letter.
  2. Access the official Mexican e-Academic Cooperation Management System (SIGCA) 
  3. The application form must be completed entirely in Spanish only .
  4. Upload all translated medical and academic documents and certificates as electronic files in accordance with the system’s guidelines, and follow up on the application until the final selection and nomination decisions are issued by AMEXCID.
